‘Claiming Our Skies’ – insights, firsthand accounts, case studies, and reflections on the journey of National Rural Livelihoods Mission, NRLM –is getting ready. Editors: Neelima Khetan, NN Sinha.
Self-Help Groups (SHGs) movement began in the 1980s. SHGs follow panchasutra – meetings, savings, loans, repayments and books. Their federations at village, cluster/block levels; district and state level federal bodies have also emerged in due course. Gradually, state programs, and subsequently since 2011, National Rural Livelihoods Mission, NRLM (later renamed DAY-NRLM) and the State Missions, in all states and union territories, under the aegis of NRLM accelerated the movement in rural areas. DAY-NULM did the same in the urban areas. On panchasutra, other layers, up to 30+, have been added up to build the agency of women and the marginalized. The elders and disabled joined in. Its strategic pathways included: prioritising livelihoods, in addition to improving health, nutrition, education, mobility, and women’s empowerment; recognising that livelihoods for ‘less poor’, ‘middle poor’, and ‘poorest/vulnerable poor’—are not identical; mapping their livelihoods, vulnerabilities, and social realities, and then evolving strategies to counter these specific vulnerabilities.
