In addition to being my teacher, and co-traveller in cooperation, participation and governance, Rama Reddy sir (MRR) graced the convocation of our first batch (2005-07) Programme in Livelihoods Management, PLM graduates, as chief guest. MRR was the Co-founder, CEO/Secretary and President of CDF. CDF, Cooperative Development Foundation, Sahavikasa, or Samkhya, founded in 1975, celebrated its Golden Jubilee this year. Its initial focus was to replicate the success of the Mulukanoor Cooperative in other parts of Telugu States – Mulukanoor – a multipurpose co-operative offering credit, input supply, technical advice/equipment hiring, marketing of output, consumer and welfare services. CDF moved on to take up and lead a sustained advocacy campaign for a more liberal cooperative law, culminating in the enactment of the Andhra Pradesh Mutually Aided Cooperative Societies Act of 1995 (MACS Act), followed by liberal acts in several states, including central act, producer companies act. Directly and through the Cooperative Initiative Panel of Dr V Kurien, Mohan Dharia and LC Jain. CDF also assisted rural people in forming Thrift Cooperatives (TCs), particularly Women’s Thrift Cooperatives (WTCs) starting in 1990. It also promoted “Swakrushi” women’s dairy cooperatives. It also led in enacting simpler and more liberal Societies’ Registration Act, 2001. CDF leadership/management is now in the hands of the Cooperators in Telangana, in the triangle of Warangal, Karimnagar and Siddipet in general, and of the Thrift Cooperatives in particular. MRR, for some logic known to him, has not worked to leave a second line/legacy to realize CDF’s potential to advocate and support global scale-out of self-reliant cooperatives in their various forms and nuances. However, MRR has joined governance in taking the spirit of ‘cooperation’, participation and participative governance forward in various organizations, networks and efforts.
